The position is located in Charleston, SC, a historic city that is a well-known tourist destination with many cultural, educational and entertainment opportunities. The U.S. Army Corps of Engineers has maintained Charleston Harbor for more than 130 years and has dredged it every year during that time to ensure the channel is at the required federal project depth, removing 2-3 million cubic yards of maintenance material from the harbor floor each year. Currently, the Charleston District is in the process of conducting a feasibility study for deepening Charleston Harbor, known as the Post 45 project. The District will determine if it is both economically beneficial and environmentally acceptable to the nation to deepen the harbor in preparation of the new Post-Panamax ships being built around the world. The Charleston District operates the St. Stephens Powerhouse, producing 84 megawatts of power enough to supply the energy needs for 30,000 homes. As part of this project, the Charleston District designed and constructed the state of South Carolinas only fish lift, which provides safe passage for fish migrating upstream to spawn. The Charleston District also provides a variety of services through regulatory permits, civil works, military construction and international and interagency support. Beyond these duties, the Charleston District stands ready to respond to natural disasters and deploys several employees each year in support of Overseas Contingency Operations in Afghanistan. - KEY REQUIREMENTS

- Payment of Permanent Change of Station (PCS) costs is authorized.
- Serve as the Deputy District Engineer for Programs and Project Management and Chief of the Programs and Project Management Division.
- Responsible for the vertical and horizontal integration of products to produce the projects and manage the program for the district.
- Exercise full authority for management decisions related to major district Civil, Military, Environmental, and Support for Others programs and projects.
- Assure continuity of management in the executive office at times of change in commanders.
- Oversee projects requiring substantial technical effort by functional elements, including Planning, Engineering, Construction, Operations and Real Estate, as well as substantial product delivery support from support organizations, such as Contracting, Resource Management Safety, Value Engineering, Logistics, and PAO.
- Direct Programs and Project Management Division activities.
- Interface both internally and externally to assure that the corporate effort will result in quality projects on time and at a reasonable cost.
- Provide leadership in establishing and maintaining effective management processes and a work environment conducive to effective integration of technical functions of planning, engineering, construction, real estate, contracting and resource management with programs and project management.

Experience required:
To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Integrating various technical functions of planning, engineering, construction, real estate, contracting and resource management with programs and project management; supervising a team of professional, administrative, technical and clerical staff; and maintaining effective communication with various stakeholders, such as internal management and staff, technical specialists and external management officials, division senior level officials, key representatives of customers and project sponsors, and engineering and construction industry officials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-14).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
- Knowledge of the methods, practices and processes of technical disciplines
- Knowledge of concepts, principles, and practices of support organizations
- Knowledge of corporate vision, goals, strategies, technologies, and business practices
- Ability to develop, acquire and allocate resources to ensure mission success
- Ability to supervise and exercise leadership in carrying out programs and project management mission
Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-14 grade level (or equivalent).
