Primary Duties & Responsibilities Are:
Provide SENIOR systems engineering support for USMC C4ISR projects in support of SPAWAR LANT. The candidate will possess at least a BS Degree in Computer Science or Engineering. A Masters Degree in business is also preferred. The candidate MUST HAVE at least 10 years of PRACTICAL experience and knowledge of C4ISR engineering, DODAF, Software Development, and/or Software Integration of GCCS-J applications and associated Command, Control, Communications, Computer and Intelligence (C4I) systems. The candidate must have extensive hands-on experience with military C4I systems development, integration, installation, and configuration. The candidate must have a minimum of 5 years of consecutive project management experience. This person will be responsible for leading a team of approx. 30 systems engineers and systems analysts in a fast paced GOV/military environment. Will provide direct supervision and make daily task assignments for all employees, will develop and maintain strong customer relationships, will scope project and technical requirements and write statement of works and will cost projects, manage budgets and scheduled activities against actual accomplishments.
Previous Military Experience is highly desirable. Previous experience providing engineering support to the USMC Marine Air-Ground Task Force (MAGTF) operations is highly desirable.

Qualifications:
The following qualifications are essential:
Experience with Integrated Defense Acquisition, Technology, and Logistics Life Cycle
Familiarity and some experience with DoD Architecture Framework (DoDAF)
Understanding of Technical Training and doctrine for DoD C4ISR systems in the area of USMC Marine Air Ground Task Force (MAGTF)or similar military service specific (C4I) Systems
Knowledge of the Federal Acquisition Regulations (FAR) and DoD procurement policies and procedures.
Past experience providing software engineering support; including developing new software architectures and methodologies (such as SOA)
Experience with C4ISR Systems Engineering related to Combat Operations Center (COC), Joint Tactical COP (Common Operational Picture) Workstation (JTCW), Global Command and Control System (GCCS).
Programming experience in C, C++, C#, Visual Basic, and Java.
Database Development/Maintenance experience (SQL, MySQL)
Technical writing skills
Understanding military command echelons and organization.
Project management experience (scope work, define and direct tasks to subordinates; monitor and report work accomplishments; monitor and maintain team performance standards; propose budgets and task activity schedules and maintain key customer relationships; participate in business development activities when needed.
