This announcement is being used to recruit qualified individuals, under the   Office of Personnel Management (OPM) Direct Hire Authority, authorized by 5 United States Code (U.S.C.), Section 3304 and 5 Code of Federal Regulations (CFR) Part 337, Subpart B. This position is located in various clinics at different facilities throughout Naval Health Clinic Charleston (NHCC). Incumbent is responsible for providing nursing management and administrative support to patients in an ambulatory care setting.

The incumbent performs all functions as Practical Nurse GS-0620-06:

  • Provides comprehensive nursing care in the ambulatory care setting, which is age specific for patients in all age groups.
  • Conducts patient check-in, interviews, makes initial assessment, and directs patient flow through the clinic visit.
  • Provide a wide range of appropriate patient education following clinic protocol.
  • Provide a wide range of treatments including administering medications, skin tests (PPD) and immunizations.
  • Assess wounds and institute the proper action.
  • Assists in general maintenance of clinic and patient care equipment to include restocking, cleaning, and disposing of trash and soiled linens.
  • Participates with other clinic staff in maintaining optimum safe and infection-free environment for clinic patients.
  • Assists the physician or registered nurse in (or initiates in their absence) life saving measures.
  • Performs other duties as assigned.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:

  • Knowledge of nursing principles, procedures, and their application in the primary care setting in order to initiate appropriate action during routine and acute medical situations.
  • Demonstrates a basic knowledge of CHCS computer system and electronic medical record that includes patient check-in, basic order entry, the appointing and referral system, and the correct procedure for completing and generating appropriate clinic reports.
  • Broad knowledge of routine medications (both oral and parenteral), their actions and side effects, skill sufficient to administer medications, observe for adverse effects, and instruct patients regarding the effects of medications given.
  • Knowledge of routine clerical tasks, specific medical terminology, and record keeping, and clinical skills sufficient to document information in logs, prepare summary of test results, workload reports and to chart patient care and responses to care.
  • Knowledge of various training methods and sufficient interpersonal skills in order to develop a rapport with the patients during which instructional and educational information is presented.

Candidates must be currently licensed to practice as practical or vocational nurses in a State or territory of the United States or the District of Columbia or must have applied for a license to practice. Applications of candidates possessing a license must be accompanied by a certified or photostatic copy of the license, a notarized statement attesting to the fact, or a citation of the license number and State issuing it. Non-licensed candidates who have completed their training may be appointed subject to obtaining the required license during the probationary period. Those not licensed must furnish the date on which they applied for a license and the jurisdiction involved. No person appointed pending licensure may be retained beyond the probationary period if licensure has not been attained.

REQUIREMENTS: 

Selectee is required to participate in the Department of Defense direct deposit of pay program.

Must be able to obtain and maintain eligibility for a Secret Security clearance is a requirement of this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a position offer or removal.  If you possess a security clearance, please indicate the level and termination date in your resume.

Successful completion of a pre-employment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment. A Current Practical Nurse License and BLS Card is required.
