Assistant ControllerJob PurposeThe purpose of the Assistant Controller is to assist in maintaining and ensuring the accuracy of financial records of the South Carolina Education Lottery (SCEL); to include the general ledger, accounts payable, accounts receivable, budgeting, and related and ancillary records, using generally accepted accounting principles and practices. The Assistant Controller will also assist designated employees in the performance of duties noted above, provide back-up support to the Controller, when required, provide various accounting reports and information to all departments within the organization, and prepare various wire payments to vendors, retailers, and governmental agencies. This position is also responsible for assisting the Claims Center with reconciling, cancelling and reissuing prizes paid to winners. The Assistant Controller must rely on extensive experience and judgment to plan and accomplish goals; and perform a variety of tasks with the ability to lead and direct the work of others. This position is at-will, and is not covered by the South Carolina State Employees Grievance Procedures Act.
Job Functions and Responsibilities
- Assists in the preparation and maintenance of the general ledger, accounts payable, accounts receivable, and related ancillary reports and records
- Assists the Controller in the preparation and maintenance of the annual budget, which include coordinating budget matters with all departments within the organization
- Assists in the preparation of financial statements, including monthly and quarterly reports
- Assists in the direction of the daily work flow and activities within the department, to include preparation of records and reports
- Effectuates transfers to funds, including remittances to the South Carolina Education Lottery account and the Multi-State Lottery Association
- Any other duties as assigned
Job Requirements
Assistant ControllerKnowledge Skills and abilitiesThe Assistant Controller must have the ability to: (1) deal courteously and effectively (both written and verbally) with internal and external customers; (2) learn and understand all SCEL policies, regulations, and procedures for conducting SCEL business; (3) acquire knowledge of the South Carolina Education Lottery Act and all laws relation to retail activities; (4) make appropriate independent decisions by applying established standards and available information specific to situations; and (5) perform a variety of highly complex tasks using experience and judgment to plan and accomplish goals at a high level.
Minimum Requirements: A Bachelor’s degree in Accounting, Finance, or Business Administration, with 3-5 years of related work experience. Certified Public Accountant (CPA) Certification required.
