Military Personnel & Administrative Specialist at GREENVILLE

JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

You could experience the best of two worlds by taking advantage of the opportunity to become a Citizen Soldier in the United States Army Reserve Military Technician Program. As a Citizen Soldier, you are employed by the Department of Army as a civilian working a normal full-time workweek with all the benefits available to a Federal service employee to include health and life insurance, retirement and Thrift Savings Plan, and accrual of leave (annual, sick and military). When duty calls, you can proudly put on the uniform as a military service member of the United States Army Reserve and receive the pay and benefits associated with the military assignment. As a member of the United States Army Reserve, you are required to perform military duty one weekend a month and at least fourteen days a year of annual training. In your civilian position, you perform work in direct support of the US Army Reserve in an administrative, professional or maintenance related position. As a US Army Reserve Military Technician, you are a vital link in the chain of command of the United States Army Reserve and civil service, working with professionals like yourself at locations around the world or as close as next door. As a civilian Military Technician you are one of the most important keys to combat readiness; as an Army Reservist you have the opportunity to perform military duty to defend and to serve your country by performing military duty when needed.

This position is located at the Reserve Personnel Advisory Center Greenville, HUB, SC014, Greenville, South Carolina.

About the surrounding area: Greenville offers many activities and attractions. The area is heavily populated with ample shopping, recreational facilities, fine dining and fast food. Greenvilles theatres and event venues regularly host major concerts and touring theater companies. Four independent theaters present several plays a year. Greenville also has the only golf course in the world that has each hole conceived by a different designer.

The duties of this position are:

· Maintain military personnel files to ensure compliance with laws and regulations.

· Prepare a wide variety of military personnel actions.

· Provide guidance on administrative and military personnel matters.

· Provide technical advice on establishment and maintenance of military pay accounts ensuring compliance with laws and regulations.

· Research complex pay issues.

· Assist in developing Standard Operating Procedures assuring uniform interpretation and application.

· Research and analyze data to identify trends and report the results to management.

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: preparing military personnel actions, researching pay complaints, analyzing pay issues, reviewing incoming regulations, ensuring compliance with rules and regulations, and advising on pay and personnel processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

You will be evaluated on the basis of your level of competency (knowledge, skills, and abilities) in the following areas:

  • Knowledge of Military Personnel Actions
  • Skill in Pay Procedures
  • Ability to Use Military Personnel Systems

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-07 grade (or equivalent).


Education Substitution: Some federal jobs allow you to substitute your education for the required experience above in order to qualify. For this job, you may qualify if your education meets the definition(s) below:

1) Education alone: Education may be substituted for specialized experience with a Masters (or equivalent graduate degree), 2 full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D (if related).

2) Combination of education and specialized experience: A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 1 year by 18. Add the 2 percentages. Note: For the purpose of qualifications, 1 full year of graduate education is equivalent to 18 semester hours.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement).
