Located in the historic part of the city of Charleston, the Ralph H. Johnson VA Medical Center serves more than 57,000 veterans in 22 counties along the South Carolina and Georgia coastline in our main Medical Center or one of six community-based outpatient clinics.  The main Medical Center provides acute medical, surgical, and psychiatric inpatient care, as well as outpatient primary and mental health care to low country veterans. The Medical Center currently operates 96 beds and a 20 Community Living Center beds.  Charleston VAMC supports the Vet Centers in North Charleston, Myrtle Beach, South Carolina and Savannah, Georgia.  Charleston is a DOD/VA Joint Venture Site and has a robust Academic Affiliation with the Medical University of South Carolina.  The Ralph H. Johnson VAMC also has over 100 Researchers with some 300 research protocols.

The Supervisory Program Specialist is located in the Mental Health Service at the Charleston, South Carolina VA Medical Center.

 

Major duties and responsibilities include:

  • Responsible for budget management and related resource allocation decisions including FTEE, hours of duty, salary budget, equipment budget, overtime, space utilization, maintenance contracts, etc..
  • Directs the personnel management program for the tele-mental health programs within the Mental Health Service Line.
  • Provides personnel management and administration for this program with varied functions and activities.
  • Directs the personnel management program, including matters involving recruitment, promotions awards, position classification, training, disciplinary actions etc.
  • Shares oversight responsibility with ACOS, Mental Health Service Line and other Mental Health Managers for the performance appraisal and merit pay programs.
  • Develops status reports or response materials for the ACOS, Mental Health Service Line, for higher level attention, review or signature.
  • Provides expert advice to managers on human resource needs.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

 

Time-in-grade:    Federal employees must serve a minimum of 52 weeks at a particular grade to be eligible for promotion consideration to the next higher grade.  For this vacancy, applicants must have served 52 weeks in a GS-07 position or higher to be eligible for the GS-09 level.  Applicant is responsible for providing supporting documentation with his/her application that shows time-in-grade requirements have been met. 

 

Specialized Experience: 

Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes: knowledge in and experience interpreting the policies and requirements for administrative support programs such as resource and supply management, workload analysis and contract administration; administering personnel management programs; and supervisory/managerial responsibility

OR

Applicants may also combine education and experience to qualify at the GS-9 level.  To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned).  Then identify the percentage of required experience you possess.  Add the two percentages.  The total percentage must equal at least 100 percent to qualify at the GS-9. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position

 

There is no educational substitution for the GS-9 level.

 

Preferred Qualification: Supervisory Experience.

 

PHYSICAL REQUIREMENTS: The work is primarily sedentary, although some slight physical effort may be required.  All candidates must be physically and mentally able to perform efficiently the essential functions of the position, with or without reasonable accommodation, without hazard to themselves or others. Probationary period for First-Time Managers and Supervisors in the Competitive Service:  A one-year probationary period is required of all newly appointed supervisors in accordance with Section 3321 of Title 5 USC, as amended.  Failure to meet written performance requirements will necessitate removal from this position to a position of now lower grade and pay than that held prior to entry except for those individuals who change to lower grade to accept the position.

New appointees will be required to serve a probationary period of 1 year.
