SENIOR PROGRAM MANAGER / INTEGRATED CYBER OPERATIONS at Charleston

Job Description

RESPONSIBILITIES AND DUTIES:

The Program Manager is responsible for serving as overall lead or director for the contract efforts on the Integrated Cyber Operations Multiple Award IDIQ contract and other assigned contracts and as the liaison between the company and the Government. Responsible for the cost, schedule and technical performance of company programs or projects on the contract. Participates in the negotiation of contract and contract changes. Coordinates, leads or participates in the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and performance execution, and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, fabrication/maintenance and administrative areas. Develops new and expands existing business with the customer. Effectively balances program/project oversight and organizational responsibilities with a full understanding of the expected roles and responsibilities of the Program Manager and Project Managers in the Business Development cycle. Must have the interpersonal skills and localized customer/competitive knowledge necessary to regularly engage potential and existing clients in order to identify and capture new and adjacent business opportunities.

Duties include:

  • Provide overall control and coordination of all aspects of the contract
  • Serve as the contractors authorized representative with the Procurement Contracting Officer (PCO), the Project
  • Officer and the Sites Contract Requirements Manager (CRM)
  • Interface with the Governments management personnel, contractor managers, and customer agency representatives
  • Formulates and enforces work standards, assignments, schedules, and reviews contract deliverables
  • Maintains cost, performance and deliverable data to ensure the contract remains on time and within budget
  • Approves requests from contractor to government
  • Approves estimates of time, materials, labor, travel requests and travel plans
  • Has overall responsibility for the performance of contract personnel
  • Disseminates policies, purposes, and goals of the organization to subordinates
  • Develops and executes Annual Operating Plan segments for the Program

Job Requirements

MINIMUM TANGIBLE QUALIFICATIONS:
  • Bachelors degree in Engineering, Physical Sciences, Mathematics, Management Information Systems, or Business.
  • Certified Project Management Professional (PMP).
  • Fifteen (15) years of technical experience in support of relevant technical field, to include: Equipment Support, System Support, and Programmatic Support.
  • Eight (8) years of Program Management experience, to include: Technology Assessments, Systems Design, Systems Analysis, Programmatic Support, Acquisition Planning, and Budget Planning.
  • Five (5) years as manager of task specific project.
  • Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures. Note: Experience may be concurrent.

Applicants selected for this position will require an Interim Secret Clearance. Applicants selected for a security clearance will be subject to a security investigation and must meet eligibility requirement for access to classified information.

PREFERRED QUALIFICATIONS:
  • Experience and track record with SPAWAR Atlantic and their supported customers
  • Experience with aspects of the Cyber market such as Data Centers consolidation and operation, Cloud Computing and software system migration to Cloud Computing environments, Computer Network Defense and Exploitation, IT infrastructure definition, installation and sustainment.
