Located in the historic part of the city of Charleston, the Ralph H. Johnson VA Medical Center serves more than 53,000 veterans in 22 counties along the South Carolina and Georgia coastline in our main Medical Center or one of six community-based outpatient clinics. The main Medical Center provides acute medical, surgical, and psychiatric inpatient care, as well as outpatient primary and mental health care to low country veterans who require more than 659,000 outpatient visits and approximately 4,300 inpatient stays annually. The 117 bed hospital currently operates 96 beds and a 28 bed nursing home unit. Charleston VAMC supports the Vet Centers in North Charleston, Myrtle Beach, South Carolina and Savannah, Georgia.

This position is located in Human Resources Management Service at the Ralph H Johnson VA Medical Center, Charleston, South Carolina.
The incumbent will serve as a Human Resources Specialist in the Recruitment & Placement Section, Human Resources Management Service. Incumbent performs recruitment and placement professional and advisory services for Title 5, Hybrid Title 38 and Title 38 occupations, fee basis and WOC programs. Incumbent reviews and interprets regulations, standards and other guides for impact on the recruitment program for a large multi-mission organization or otherwise complex or diverse organization; troubleshoots or leads a team providing a full range of internal/external placement and recruitment duties; provides managers, supervisors, and employees with information and interpretations of the organizations HR policies, procedures and guidelines; plans, initiates, and/or conducts recruitment and placement program surveys, studies, or evaluations; and executes special recruitment programs to attract well qualified for positions where applicants are in short supply, utilizing imaginative approaches and simultaneous searches for candidates from sources outside the existing work force.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. Applicants must have held GS-9 grade or higher for a year in order to meet this requirement for the GS-11 level of this vacancy; and GS-11 grade or higher for a year in order to meet this requirement for the GS-12 level of this vacancy. The grade may have been in any occupation but must have been held in the Federal service.
GS-11: One year of specialized experience equivalent to at least the GS-9 level; OR a PhD or equivalent doctoral degree; OR at least three full years of progressively higher level graduate education leading to such a degree; OR an equivalent combination of creditable specialized experience and education to meet the total requirements for the position. Specialized experience is experience performing administrative, evaluative, analytical, consultative, and technical work in a wide variety of human resources management activities and programs including internal and external recruitment and staffing with limited supervisory controls.
GS-12: One year of specialized experience equivalent to at least the GS-11 grade level. Education cannot be substituted for specialized experience at the GS-12 level. Specialized experience is experience solving highly complex human resources issues, and independently performing human resources management related activities to complete staffing and recruitment assignments.

PHYSICAL REQUIREMENTS: No special physical exertion is required. The work is primarily performed while sitting, though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc. and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required.
