Chief information officer (cio)

Paul Hugenberg

Senior Manager, Information Risk Management

Poland, OH

Operations and IS Risk expert with 17 years of experience delivering results, developing business processes, producing organizational leaders. My areas of focus include: leadership and staff development, compliance, privacy, information security, vendor management, risk assessment, strategic plan development & alignment, and implementation of a businessfinancial lens by which to view the IT Controls universe. I currently work for a best-of-breed community bank and recruited from my firm to turn around the systems, operations, risk management, GLBA, SOX Implementation, security, and plant operations of a faltering institution. With a "seat at the table" and a member of a management team revamped in its entirety since 2003, I bring comprehensive experience in all aspects of business management, strategy, and information system controls.

I rely heavily on incorporating a business case and risk management activities into the cause for action or inaction within information technology, and provide assurance consultation to the highest levels of management that support strategic, compliance, regulatory, and revenueefficiency goals.

I For the prior eight years, I have served as the CIO for Consumers National Bank, outside of Canton, Ohio; a $340MM organization. However Consumers does not adequately convey my exposure to much larger organizations or the purpose for the move into a community bank for a short period. CNB is first class, and competitive on every level with super-regional competitors like Huntington, Chase, PNC and in some markets, Key Bank. A ship without direction, I was asked to transition to CNB from Crowe Horwath in 2005 to right its course in respect to direction, alignment, roadmap, skill sets, application development, insourcing vs. outsourcing, risk management and privacy. I found the opportunity to do those things as a full time contributor was a great choice, and the ability to serve over operations, facilities, physical security, commercial deposit development; and sit on ALCO (guest), Balance Sheet, 10-QKProxy Committee, Product Development, Strategic Planning, Market Expansion and internal loan committee (guest) were tremendous in terms of expanding my knowledge of Bank operations.

In addition, I have had the pleasure of serving on the Advisory Board for the Cleveland (2004 – 2012) and Pittsburgh (2005 – 2009) CIO Forum and Executive IT Summit events put on by Premier Event Management. The significance of this involvement reflects my contributions to much larger and complex organizations than Consumers; including NASA, UPMC, JPM Chase, Key, National City, PNC, Carnegie Mellon, etc. I have had the privilege of speaking on panels for these CIOs and direct reports on the topics of:
• Luncheon Keynote - "Simulated Solutions For Disaster Recovery And Business Continuity: A 360 Degree Approach To Strategy, Protection, And Value’ (C, 2004)
• "Case Study: Building A Business Continuity Framework" (P, 2006)
• “License Harvesting – Are You Maximizing Your Return?” (P, 2006)
• “The Virtual Enterprise: The New Paradigm In Strategic Sourcing” (P, 2007)
• “It Strategic Planning”, (P, 2010)
• Luncheon Keynote - "It Leadership" (P, 2011)

I also enjoy returning to the MIS Training Institute (MISTI) annual information security and audit conferences to speak on the CIO relationship with IT Audit, specifically the need for viewing IT through the lens of the business itself. In 2011, my presentation “Making IT Risk Meaningful to the Business” was seen by a publisher and has turned into the initial stages of a book project to bring IT Risks and IT Security back in line with the organization goals themselves.

From the aspect of leadership, and development of those individuals we coach, mentor, or supervise; I currently offer my time to the community predominately through Junior Achievement, as well as on the advisory board for two local technical schools. Consumers National incorporated a leadership program that identified fifteen future leaders in our Bank, those who were identified by current leaders. As one of seven executives, six of those identified for showing leadership attributes were reports of mine.

I also hold a dear belief that executives are entrepreneurs at heart. Over the prior year, I have been the lead manager in Pelican Golf Properties, LLC, a company established to ultimately find and purchase a golf courseclub for operation and possible turn-around. I was able to attract over $2,000,000 in private equity from both local and nonlocal sources to place a deal in front of two properties. While I have not secured the first purchase, this venture will continue given the right opportunities in today’s markets.

My experience as Crowe came directly after serving in the Regional Audit Manager and IT Auditor for Sky Financial, a $16B regional bank, and continued to offer me opportunities to see challenges and IT operations in institutions from $100MM to $69B.

CURRENT PROJECTS
Book proposal at the request of Taylor & Francis, on the topic of "IT Risk Assurance through the Lens of Business: a FOCuS on CIA". A common theme in my instruction, this proposal expands on the subject of a 2011 MIS Training Institute presentation of considering the impact of information audit objectives of confidentiality, integrity, and availability" through the lens of the business categories of "Financial, Operational, Compliance, and Strategic" risks.
